'Rashi', Rashi (Melachim II, 12:5), Radak (6): In Melachim II, 19:5 it says "Kesef Over Ish Kesef Nefashos Ercho Kol Kesef Asher Ya'aleh." These refer to, respectively, (a) The [half-]Shekalim that Yisraelim give every year (for Korbanos Tzibur), about which it says "Kol ha'Over Al ha'Pekudim" (Shemos 30:13). (b) If one said Erchi Alai (he pledges to Hekdesh an amount based on his age and gender ? Vayikra 27:3-7). (c) One who pledges to Hekdesh.

What is the meaning of "v'Lo Miharu ha'Leviyim"?

'Rashi': Melachim II, Perek 12 explains that he told the Kohanim 1 to take money from Makireihem [and they will fix Bedek ha'Bayis from their money 2 ]. When he saw [that they were not fixing Bedek ha'Bayis], he said that they will not take from Makireihem; the money will be given directly for Bedek ha'Bayis, [whether it is too little or more than needed].

Malbim: He sent the Kohanim and Leviyim to collect money to renew and beautify the Bayis. The Leviyim were not zealous to do so.
