'Rashi', Radak: It is the [half]-Shekalim that they were commanded in the Midbar [to give every year to buy Korbanos Tzibur]. This is like "Ki Sisa" (Shemos 30:12).

Why does it say "veha'Kahal l'Yisrael"?

Radak: This was "Mas'as Moshe? veha'Kahal l'Yisrael", i.e. what Moshe commanded the Kahal to bring for Ohel ha'Edus.
