Who are "Avdei ha'Kasdim"?

Malbim: They are nations around Yerushalayim who are servants of the Kasdim. If [Yisrael] will serve Melech Bavel, they need not fear them.

Here he said not to fear "Avdei ha'Kasdim." In Yirmeyah 40:9, he said not to fear "me'Avod ha'Kasdim"!

Malbim: There he meant 'do not fear lest the Kasdim that he appointed will be their masters and Yisrael will need to serve them. Also here, do not fear lest you need to serve the Kasdim that he left in the land, who are Avdei Umos ha'Kasdim. You need to serve only Melech Bavel!
