Will all the punishments in this Sefer come upon Bavel?

Rashi: It is those written about Bavel.

Radak: It is as if it says "Im Kol ha'Kasuv." I.e. I will bring on Bavel everything, just like I will bring on all the nations, what Yirmeyah prophesized.

Malbim: It is those written about Bavel, and also those "Al ha'Goyim" (46:1 and below).
