Why will Hashem do judgments on Mo'av?

Malbim: Mo'av did not take Yisrael's inheritance; they only rejoiced over their fall. I will not take their land forever, just I will do judgments - "Ad Henah Mishpat Mo'av" (Yirmeyah 48:47). I.e. their punishment had a limit - a known time and place.
