Why did he say "Hamshel va'Fachad Imo"?
Rashi: Iyov said "I will arrange Mishpat in front of Him" (23:4). Bildad replies, Hamshel (Micha'el) and Pachad (Gavriel) are with Him - can you refute one of them?!
Ibn Ezra (here and 42:17) Authority and fear are with Him. Via this, He makes Shalom above. Bildad could not answer why Resha'im have good until the day of their death, so he praised Hashem.
Devar Eliyahu: Three things fix the world and its conduct. (a) A ruler - a king rules over a nation. He commands to do his will, and they do. (b) Fear - he has no authority, but people fear him, for he is strong. (c) He makes Shalom. Such a person, everyone heeds his words. The first two are in the world, but the third is not. This world is full of hatred, jealousy and competition. Adam ha'Rishon and his sons had all three - "va'Yirdu vi'Dgas ha'Yam uv'Of ha'Shamayim." Afterwards, Shlomo ha'Melech had this level (Bereishis Rabah 34:12). "U'Mora'achem v'Chitechem [Yihyeh Al Kol Chayas ha'Sadeh]" - these returned [after the flood], but va'Yirdu did not return until Shlomo - "Hu Rodeh b'Chol Ever ha'Nahar." Authority was taken from Dor ha'Mabul - they had only fear - Behemos fear man. In the future there will be Shalom - the cow and bear will graze together... David had only fear. Hamshel (authority) and Pachad (fear) are in the world. Refer to 25:2:2:4.
Malbim: Hashem gives authority to others; Hamshel is Hiph'il. Fear remains with Him. He is like a king who appointed rulers under Him, but he himself supervises over everything, and all fear Him. Also all natural forces, He appointed many rulers over them - the Ma'arachah of stars and higher Sarim. Each is appointed over a particular action, but Hashem oversees all of them, that they be with Din and Tzedek, and all fear Him.
What is the significance that Hashem makes Shalom above?
Rashi #1: I heard that when the Mazalos ascend, each thinks 'I am first', for it does not see what is in front of it. Therefore, it is not jealous.
Rashi #2: Water and fire are mixed together, and the water does not extinguish the fire 1 .
Ibn Ezra: They have no war, for all are good. Evil is below, on the ground.
Devar Eliyahu: Now, Shalom is only above. When Mashi'ach will come, he will speak Shalom to all.
Malbim: Even though the power in the creation and the heads appointed over them oppose each other, and each does a certain action that opposes another's action, Hashem stands at the top of the ladder and ties crowns to letters of the creation. He connects all individuals to a complete general conduct and a complete Sefer written with His stylus - Chochmah and Da'as - "Yotzer Ohr u'Vorei Choshech Oseh Shalom."
If Rashi refers to Makos Barad (like he wrote in Shemos 9:24, from Shmos Rabah 12:4), he should have said hail and fire! Rather, he refers to Shamayim itself, which is made of fire and water (Rashi Bereishis 1:1, from Yerushalmi Rosh Hashanah 2:4). (PF)
