What is "Beis Chaver"?

1.

Refer to 21:9:1:1-4 and the note there.

2)

This was taught above (21:9). Why is it repeated here?

1.

Malbim: This is like it says below (27:15-16) "Delef Tored b'Yom Sagrir v'Eshes Medanim Nishtavah; Tzofeneha Tzafan Ru'ach." A quarrelsome wife is compared to an annoying drip. The wind that leaves its border, it begets rain. Also she begets quarrels to the point that it is better to dwell on the corner of the roof, where there is no protection from rain, than in Beis Chaver with a drip that annoys the entire household (her quarrels); there is no shelter from it.
