What is counsel without Chochmah?

1.

Malbim: You held that my opinion is foolish, without Chochmah. You gave this counsel, via tying Hashgachah to the Ma'arachah. Primarily, you agree that all depends on the Ma'arachah, and Hashem does not change it. If a Tzadik's Mazal is bad, he will be afflicted. If a Rasha's Mazal is good, succeeds. You agree with me, so my question remains - there is injustice in the conduct and bad Seder. Why is there Tzadik v'Ra Lo?

2)

Why did he say "v'Sushiyah la'Rov Hodata"?

1.

Malbim: You said that even though everything is based on the Ma'arachah and Mazal, Hashem oversees people's deeds. You made that people will accept this.
