Malbim: He had officers appointed over 200, 500, 1000 and 10,000 1 , and seven appointed over all of them.

Since there were 307,500 soldiers (verse 13), there were 1,538, 615, 308 and 31 such officers, respectively. In all, this is 2592. With the seven over all of them, and Uziyah himself, there are exactly 2600. (PF)
