What is the meaning of "Ashur ki'Lmad"?

Rashi citing Targum Yonasan: The lands of Ashur and Madai.

Radak citing his father: They were Lamudim (used to) coming to you constantly with their merchandise. Ki'Lmad is an adjective. When it is Samuch it is Lemad and when not, Lamed, just like Kaved; when it is Samuch, it is "Chevad Peh" (Shemos 4:10).

Malbim: When Ashur became used to taking your peddlers, from then they did not take this merchandise from Sheva, which is its place, rather, they brought them from Sheva to Tzur. The peddlers took them from Tzor to Ashur, to show that they are the trade of Tzor.
