Why does the Torah insert this Pasuk, which merely repeats what it has already taught us?

Rashi: Previously the Torah taught us about the silver hooks and strips and the copper sockets with regard to the north and south sides of the Chatzer; now it is coming to incorporate the eastern and western sides.

Were the pillars of the Chatzer plated?
