Why does it say "Lachen"?

Rashi: They say to Tziyon parables like the following.
Radak: They are officers of Yehudah who rule over this nation. Achaz ha'Melech would not have done those abominations had the officers protested against him. However, when the Navi rebuked them and told the punishments that will come upon them, they mocked and said "we carved a Bris with death" (15).
