Rashi writes that each bell had a clapper attached to it. This implies that "Pa'amon" refers to the outside. But Onkelos translates "va'Tipa'em Rucho" as 'Zagin', and "me'Chartzanim ve'Ad Zag" as 'mi'Portzanin ve'Ad Atzurin', implying that 'Zag' is what is Otzer (holds in) the juice and pits, like the Gemara explains in Nazir, 34b?
