What do we learn from "u'Mayim Tiken b'Midah"?

1.

Rashi: Every land gets water according to its need. A dry land needs much rain; some lands do not need so much.

2.

Malbim: Hashem measured how much water will remain above in clouds, and how much will descend to the seas and rivers, and not return to cover the entire land.
