Who are "Sarei ha'Me'os"?

'Rashi': They are the officers [who enforce the rulings of] the officers over 1000.

Who are "Sarei Chol Rechush u'Mikneh la'Melech"?

'Rashi': They are those mentioned above (27:25-31), over the king's storehouses, vineyards, olive-trees, and Mikneh, i.e. cattle, camels, and flocks. All animals are called Mikneh - "Gam Mikneh Vakar va'Tzon."

Why does it say "ul'Chol Gibor Chayil"? It already said "ha'Giborim"!
