What is "ba'Es ha'Hi"?

Malbim: It is when Aram and Efrayim joined together to fight against Achaz. In Yeshayah (Perek 7), he told Achaz a Nevu'ah not to fear them. He did not believe, and sent a bribe to Melech Ashur [to help him].
