What is the meaning of "Yeyarash ha'Tzelatzal"?

Rashi and Targum Onkelos: It means that the Tzelatzal 1 a (noisy ? Rashi in Bava Kama, 116b) species of locust 2 will impoverish 3 you.

Ramban, Da'as Zekenim and Moshav Zekenim: It means that the enemy 4 will take it.

Targum Yonasan: It means that the snails will destroy it.

See Yo'el, 2:5 and Divrei Hayamim 1,13:8. Rashi: It cannot mean that it will inherit you, because then, the Torah ought to have written "Yirash ha'Tzelatzal".

Ramban: They are called 'Tzelatzal' because of the noises of warfare that emanate from the camp - as in Tehilim, 103:5 and Yeshayah, 18:1. See also Bava Kama, 116b.

Rashi writes that "Tzelatzal" is a species of locust. Why did itt not then insert it above in Pasuk 38, together with the other locusts?
