Radak: The matter is repeated again in different words. Ba'alei Ov (conjurers) emit a low noise from below the ground, like I explained in Shmuel I, 28:24.

What is the meaning of "Imrasech Tetzaftzef"?

Rashi: You will supplicate to Me, and amidst this, My mercy will be aroused. Tziftzuf is a whisper, like the voice of small birds.

Radak: Tetzaftzef begins with Tov, for it is third person feminine; it refers to Amirah, like Tishach. It will be so low that it will not resemble human speech, rather, chirping of birds. This refers to Elyakim, Shevna and Yo'ach, who said to Ravshake "speak to your servants in Arame'ic, and do not speak in Yehudis in the ears of this nation" (36:11). They spoke to him in a low voice, so the people would not hear.
