Why does it say "b'Soch Aratzos Neshamos"?
Malbim: Also the lands around Egypt will be desolate.
Why does it add "v'Areha b'Soch Arim Macharavos"?
Malbim: Sometimes a land is desolate, but the cities are not, just like in deserts there are settled places in the middle (oases), like islands in the sea. The verse teaches that also the cities of Egypt and its neighbors will be desolate. It will not be possible to be rebuilt and settled via the neighbors. "B'Soch" teaches that it will be more desolate than its neighbors; in comparison, they will not be desolate.
What do we learn from "va'Hafitzosi Es Mitzrayim ba'Goyim"?
Malbim: The remnants who escape Egypt will not dwell in one place in another land. Rather, they will be scattered among the Goyim.
