When will Hashem make a horn sprout, and how?
Rashi: I did not hear or find an explanation of how Egypt's fall makes Yisrael' horn sprout. Yisrael were exiled eight years before Egypt fell! Rather, "ba'Yom ha'Hu" refers to the previous Parashah ? "after 40 years I will gather Egypt 1 " (13). The 40 years ended when Belshatzar became king 2 . We find in Daniel that that year, Malchei Paras began to get stronger, and the fall of Bavel was decreed 3 . Paras' kingship is the sprouting of Yisrael's horn. It says about Koresh "he will build My city and send My exiles" (Yeshayah 45:13).
Radak: "Ba'Yom ha'Hu" is at that time (not specifically on that day). This is like "v'Charah Api Vo va'Yom ha'Hu" (Devarim 31:17). It was not when Egypt was captured, for that was in Nebuchadnetzar's 27th year. No horn sprouted for Yisrael then! My father said, it was in the time of Melech Bavel's reign, i.e. his son's reign. Who will have Pischon Peh among them, and why?
Rashi: You, Yechezkel, when they will see that your Nevu'ah is fulfilled.
Malbim: Yechezkel - [when he will revive the dead,] they will recognize Hashem.
