Rashi: It implies that Hashem derives Nachas (satisfaction) from the fact that His will was carried out.

Targum Onkelos and Targum Yonasan: It implies that Hashem will accept the Korban with good will.

What is the definiion of "Isheh"?

Rashi: It is the burning of the limbs on the Mizbe'ach. 1

Hence all Korbanos that are brought whole, or in part, on the Mizbe'ach are called "Isheh". See also Sifsei Chachamim.
