Ramban #1 (citing Ibn Ezra): It must have taken place before Moshe placed the Mitznefes on Aharon's head, because once the Mitznefes was in place, how could he pour oil on his head? 1

Seeing as, on two occasions, the Torah mentions the pouring after the placing of the Mitznefes (Ramban). Refer also to 29:7:2:2.

How was the anointing performed?

Rashi: Here too, the anointing was performed in the shape of a Greek 'Chaf' 1 . Moshe poured the oil on his head 2 and between his eyebrows and joined them together.

Ramban: The turban was wound round the outside of Aharon's head, and Moshe poured the oil in the space on top.

Why does the Torah not include Aharon's sons in the anointing, seeing as they too were anointed, as we saw in 28:41 and in Pikudei, 40:15?

Rashi writes that also this was like a Greek 'Chi'. But in Pasuk 2, he explained that it was like a Greek 'Kaf', which resembles a Nun!
