'Rashi': These are like Avnei Shoham and Avnei Milu'im in the Mishkan 1 .

In the Mishkan, they were needed only for the Kohen Gadol's Efod and Choshen. He already served with them also before building the Beis ha'Mikdash! Perhaps they were needed to cover the top 10 Amos of Kodesh ha'Kodoshim - "va'Ytzaf Es ha'Bayis Even Yekarah" (Divrei ha'Yamim II, 3:6. - PF) Radak (Melachim I, 6:20) - those were like Avnei ha'Choshen.

What are "Avnei Fuch v'Rikmah"?

Radak: They are embroidered garments (Metzudas Tziyon - curtains) and Fuch stones, i.e. blue stones, or gems whose color is close to blue.

Why did they need "Avnei Fuch v'Rikmah v'Chol Even Yekarah"?

'Rashi': They were put in the gold walls and silver Kelim.
