Malbim: This begins the Nevu'ah for the future, for the second destruction of Ninveh via Nebuchadnetzar, at the start of his reign. Then, the entire city was destroyed and remained desolate forever. About this, it says "Sefer Chazon Nachum ha'Elkoshi" (1:1). It is called Ir Damim, for it spills blood.

How is it "Kulah Kachash"?

Rashi: Theft, which [the thief] is Mefarek (removes) from its owner. Radak - this is like "u'Farakta Ulo" (Bereishis 27:40), "Porek v'Ein Matzil" (Tehilim 7:3).

What do we learn from "Lo Yamish Taref?

Rashi: It will never cease from inside [the city]. Radak - every day they tear.

Malbim: Even though "Perek Mele'ah" (it is full of torn people), they constantly murder.
