What is the meaning of "va'Ya'an"?

Ibn Ezra #1: It is beginning to speak, like "v'Anisa v'Amarta" regarding Bikurim.
Ibn Ezra #2: It is answering. After seven days, they asked him 'what is with you?', and he answered. Also regarding Bikurim, the Kohanim ask 'what is this?', "v'Anisa v'Amarta." There is no present tense in Leshon ha'Kodesh, only future and past 1 .

Indeed, the vast majority of verses are past or future, but many verses have present tense - "Kol ha'Shome'a Yetzachak Li", "Asher Ani Metzaveh Eschem"... "Notzer Chesed la'Alafim...", Perhaps he calls all of these adjectives. (PF)
