Malbim: Initially, he denied Hashgachah and Chidush ha'Olam. He held that everything is forced to be due to causes, and Hashem cannot change nature and the Ma'arachah. He denied wonders via overriding nature. He held that Hashem handed over conduct of the world to officers of the Ma'arachah, so they served them. The image was based on astrology and service of the stars, to make the gold kingdom rule over all for all generations. He was punished for this. Therefore, after he recognized Hashem's power, he wanted to fix his sin via informing all nations of the power of the Creator.
