Why does it mention Tzidonim and Tzurim?
Rashi: People of Tzur and Tzidon 1 were professionals, to build the Bayis.
To build the Bayis,Shlomo requested workers from Melech Tzur, "for no one knows how to cut trees like Tzidonim do" (Melachim I, 5:20).
Why does it say "El Yam Yafo"?
Rashi: They brought the rocks and wood via the sea.
What is "k'Rishyon Koresh"?
Rashi: They had the king's Reshus (permission) to build it. Rishyon is from the root Reshe, just like Evyon is from Avah, and Tzivyon from Tzavah. Menachem said that it is like Areses Sefaseinu. This is wrong, but it is close to what I explained.
Malbim: This is extra, to teach that the trees of Levanon belonged to Koresh. They could not take trees from there without his permission, like it says in Nechemyah (2:8). They sent to bring wood from there, not to buy it! Koresh wrote "the expenses will be paid from the king's house" (6:4), therefore they could take.
