Malbim: The tower pertains to Chatzer ha'Matarah, which was by Beis ha'Melech. This is not Chatzer ha'Matarah mentioned below (12:39), which was by Beis ha'Mikdash.

What do we learn from "Acharav Pedayah"?

Ibn Ezra: After Palal, Pedayah was Machazik. Malbim ? "Hechezik" (24) applies four times ? to Palal, Pedayah, and [twice] to the Nesinim (refer to 3:26:2:3).
