Those who were already in Yehudah, they were under the previous Pechah of Ever ha'Nahar; he already ruled over them. Anshei Yericho and Bnei ha'Sena'ah (2-3) ascended in the days of Ezra (so they were under Nechemyah). Anshei Giv'on veha'Mitzpah are not listed among those who ascended; they were under Pachas Ever ha'Nahar.
