Why is he called "Sar Chatzi Pelech Yerushalayim"?

Rashi: He was officer over half the Am in Yerushalayim. Pelech is an expression of nobility and kingship.

Ibn Ezra: Pelech is a district. The Targumim of "Sheloshes ha'Nafes" and "l'Nafas Dor Echad" are Tilsa Pilchinand li'Filchei Dor Chad, respectively.
