Seforno: Because contrary to Moshe's wish to establish Yisrael permanently in the land, 2 Hashem had already sworn that He would scatter them among the nations'. 3

Oznayim la'Torah: "Lema'anchem", as opposed to "bi'Gelalchem" - in 1:37 - means 'for your good', since Moshe was appeasing on the fact that that Hashem would not allow him to take them into Eretz Cana'an. He explained to them that it was to their advantage. 4

Because Hashem knew that Yisrael would sin and He would need to desroy the Beis-Hamikdash and take it as a security, so that Yisrael should live, but, had Moshe entered Eretz Yisrael and built the Beis-Hamikdash, this would not have been possible. Refer to Bamidbar, 20:12:3:2*.

What did Hashem mean when He said to Moshe "Rav lach!"?

Rashi #1 (citing Sotah 13b): He meant that the people should not claim that the 'Rav' 1 is so harsh whilst the Talmid is so patient as he pleads with Him.

Rashi #2: He was reassuring Moshe that much more reward (than entering Eretz Yisrael) was reserved for him and stored away in the world to come.

Da'as Zekenim #1, Rosh #1 and Moshav Zekenim (in Sh'mos 2:21, citing the Midrash Agadah): Moshe told Hashem that if He vowed or swore that he will not enter the land, He can annul it, just like He annuled 2 the vow that he (Moshe) swore 3 to Yisro. 4
