Why does it say "Ein Dan Dinech"?
Radak: Your wound is so severe that no doctor judges (how to heal) the illness. The great afflictions and Churban ha'Aretz are compared to a severe illness for which they do not hope for cure.
Malbim: There is no potion or natural strength that can endure the cure until nature will overpower the illness. The Nimshal is, you cannot be cured via Nevi'im and teachers, because the foundations of Emunah, fear and Musar were not fixed in your heart, that via them you would head teachers.
What is the meaning of "l'Mazor"?
Rashi: It is a cure. No one thinks that you will have salvation.
What is "Ta'aleh"?
Rashi: It is a cure. It is an expression of Ho'il (helping). Radak - this repeats the start of the verse in different words, to strengthen the matter. The prefix Vov [in front of Refu'os] is omitted, like "Shemesh Yare'ach" (Chabakuk 3:11), "Reuven Shimon" (Shemos 1:2) and similar verses.
