Why does the Torah add the (otherwise superfluous) words "Lehari'ach bah"?

Rashi: To confine the prohibition to replicating the Ketores for one's personal use, but to permit it if it is in order to donate it to the Tzibur (to use in the Beis ha'Mikdash). 1
