How could they decide to offer Pesach in the second month?

Redak, from Sanhedrin 12b: He decided to add a month to Nisan in Nisan, but Chachamim disagreed 1 .

Redak: They made Nisan Adar, i.e. added a month to the year, due to Tum'ah, and many who could not reach Yerushalayim. Their hearts were not yet humbled to Avodas Hashem; they did not want to come to Yerushalayim to do Pesach. Therefore, they added to the year.

Malbim (citing R. Yehudah and Chachamim, Sanhedrin 12b): Chizkiyah was Me'aber the year 2 ; "Chodesh ha'Sheni" is the second month of his kingship.

Malbim: (citing R. Shimon, Sanhedrin 12b): He decided to do Pesach Sheni in Iyar 3 .

Radak: This is difficult. The verse says that he took counsel with his officers and the entire Kahal, i.e. they agreed with him! (Malbim - he took counsel with Sarav, not with Chachamim. "Kahal" is without Chachamim; with Chachamim, it is called Edah.) There is no source that he added a month in Nisan - perhaps it was in Adar! They decided to offer Pesach in the second month, i.e. what would have been Iyar - now it will be Nisan! Chazal said also that they disagreed about requesting mercy - it explicitly says "Ki Achlu Es ha'Pesach b'Lo cha'Kasuv" (18), i.e. many ate it b'Tum'ah. This was not Pesach Sheni - they did not do Pesach Rishon at all!

Malbim: The Rambam says that this was improper, for it was on Adar 30, or because he was Me'aber due to Tum'ah.

Malbim: If so, the first month was Nisan; the Korbanos on the 16th were during Pesach. How could they offer Todos (29:31), which have Chametz?! Also, he holds that most people did Pesach Rishon - with the women, they were the majority. They did not finish being Metaher the Mikdash until the 16th - how could they offer Pesach before this?! If Pesach was brought b'Tum'ah, why does it say that the Kohanim could not do it, "Ki Lo Hiskadashu" (3)?
