At what time could they not do Pesach?

Here 'Rashi' implies that rather, they did Pesach Sheni in Iyar (also refer to 30:3:2:1). This explains how they could offer Todos (29:31; also refer to 30:22:4:1), which have Chametz. However, below (26), 'Rashi' says that the seven days of Pesach did not suffice for their Simchah, so they added another seven. This implies that this was Pesach Rishon, in Nisan (Pesach Sheni is only one day)! This requires investigation. (PF)

'Rashi': Not enough Kohanim 1 became Tahor to offer Yisrael's Pesachim, even without the fact that Taharas ha'Bayis did not finish until the 16th of Nisan! The verse means, even if [the lack of] Taharas ha'Bayis did not stop them, they could not do Pesach now because not enough Kohanim were Tehorim.
Radak: The Mem in l'Madai is a prefix, like lemiba'Rishonah." There were not Kohanim Tehorim to be Dai (enough) to offer the Korbanos.
What is the meaning of "veha'Am Lo Ne'esfu"?
