Why does it say "va'Yashkuhu Mayim"?

Malbim: If Bulmus seized a person 1 , we do not give to him much water at once, lest his stomach swell. Rather, we give to him a little at a time, according to the cure.

What is the source that Bulmus seized him? If not, it should say that they gave to him food and water! Rather, they gave him to drink, lest he himself does not know that now, it is dangerous to drink much at once. (PF) Alternatively, it is because they gave to him Develah; refer to 30:12:2:1.
