Malbim: This shows like I explained elsewhere, that Hoshe'a ben Elah abolished worship of the calves. Therefore, his nation was able to do so (destroy the Mizbechos) in Arei Yisrael, and Chizkiyah sent letters telling them to come to Yerushalayim. These could not be when the king supported serving the calves!
