Malbim: This refers to verse 15. Terumos and Ma'aseros given in the cities, everyone received an equal share, including wives and children. (Those who served, they and their sons 1 received portions in Yerushalayim.)

Why does it say "Ki ve'Emunasam Yiskadshu Kodesh"?

Malbim: Even though they did not serve in the Mikdash, they merited to become Kodesh to their G-d via their Emunah and virtue. They believed in Torah and in Hashem. Therefore, they received Terumos and Ma'aseros.
