Did the king give from his wealth Olos for Temidim and Musafim?

1.

'Rashi': Yes.

2.

Malbim: "Maneh" is what the nation must give to the king, like "Menas Kohanim" (4). Temidim must come from the Tzibur's money. The king gave from what he received from the Tzibur to offer Temidim - this is considered the Tzibur's money. Also in the future, the Nasi will give Korbanos Tzibur from what he gets from the Tzibur, like it says in Yechezkel 1 (45:13-17).

Abarvenel (45:17) explains that the Nasi will provide Menachos that accompany Korbanos, but not Temidim, which must come from Machatzis ha'Shekel. (All fixed Korbanos Tzibur, including Menachos and Nesachim, are from the half-Shekalim! Rashi (there) said that "Nasi" is the Kohen Gadol. Perhaps he will oversee the half-Shekalim, However, there it says that he will receive grain, oil and animals, but not coins! - PF)
