How will we reconcile this Pasuk with Pasuk 9, which states that Moshe had already written the Torah and handed it to the Kohanim?

Ramban #1 (citing the Ibn Ezra): Initially, Moshe finished writing the Torah 1 minus Ha'azinu, and handed it to the Kohanim. Now he included Ha'azinu in the Torah 2 and instructed the Kohanim to place the Torah beside the Aron. 3

Ramban #2: After Moshe called the tribes one by one to the Beis-Hamidrash and taught them the Shirah, he wrote the Seifer-Torah and instructed the Kohanim to take it and place it ... , together with Ha'azainu, which became an integral part of the Torah. Then he ordered the Kohanim to gather the elders and the policemen and together with the rest of the nation, 4 before whom he would read out the words of the Shirah. 5 Following that - in Pasuk 40 - Hashem instructed him to ascend Har Nevo, which he did, and that is when he blessed the people (Vezos ha'Berachah, which he then transcribed at the end of the Seifer which he had given to the Kohanim, who then placed it beside the Aron as Moshe had ordered them to. 6
