What does "ha'Torah ha'Zos" incorporate?

Rashi, Ramban Targum Onkelos and Targum Yonasan: It incorporates the whole Torah, from "Bereishis" till "le'Einei Kol Yisrael. 1

Seforno: It is confined to the Parshah of the king exclusively, which he gave to the Kohanim. 2 The Kohen Gadol would give it to the king to read at Hakhel. 3

Ramban: It is not synonymous with "ha'Torah ha'Zos" in Pasuk 11 - See Sifsei Chachamim.

Seforno: As the Gemara relates in Sotah, 41a 'The S'gan handed it to the Kohen Gadol and th Kohen Gadol to the king.

Refer to 31:11:1:1. Seforno (on Pasuk 26) - And this is the Seifer that Chilkiyahu found in the Azarah and was read to Yoshiyahu ha'Melech (Melachim 2 22:103).

Why did Moshe give the Seifer-Torah to the Kohanim?

Rashi: Refer to 27:9:3:2.

Seforno: (Refer to 31:9:1:2). Because they are charged with handing it to the king to read at Hakhel.

Seeing as it was the B'nei K'has who were Levi'im who carried the Aron, why does the Torah write that the Kohanim who carry it?

Seforno: Because they carried it when they crossed the Yarden and a miracle occurred - when it flew those who were carrying it across the Yarden.

Why does the Torah need to insert 'B'nei Levi'? Don't we already know that the Kohanim are from the tribe of Levi?
