What is "Sefer ha'Miknah"?

160b: There was a region of impetuous Kohanim. They were hasty to divorce (and could not remarry their wives). Chachamim enacted tied Gitin. They take longer to write; perhaps before it is finished, the husband will calm down and retract. There are tied monetary documents, lest there be differences between Gitin of divorce and money.

What is "ha'Mitzvah veha'Chukim"?

Bava Basra 160b: They are the differences between standard and tied Gitin.

Radak: It is Sefer ha'Mitzvah veha'Chukim. The word "Sefer" before "ha'Miknah" applies also to ha'Mitzvah veha'Chukim. It has the conditions of the sale, e.g. "Mispar Shnei Sevu'os" (Vayikra 25:15), which is a Mitzvah of the Torah, and Chukim and customs of sales that applied at the time.

Malbim: Ha'Mitzvah are conditions that are Mitzvos of the Torah, e.g. giving the money, returning in Yovel to the heirs, "Mispar Shnei Sevu'os Hu Mocher Lach" (Vayikra 25:15)

What is the meaning of "v'Es ha'Galuy"?

Rashi: It was established in Beis Din via its witnesses. The judges wrote and signed a Kiyum (affirmation) so the matter will be known and famous, lest the witnesses die.

Radak, Malbim: This is a second Sefer ha'Miknah that was exposed, so they can read it without opening the sealed Sefer ha'Miknah. Malbim - the buyer kept this.

Radak citing his father: It is a document saying that he opened the ear (aroused) redeemers (relatives) if they want to buy, like Bo'az [asked Ploni Almoni if he wants to redeem - Rus 4:4].
