Malbim: The enemy later stripped Efrayim of her [inner] robe, and she was left naked.

Rashi: This is like Lachgor (to gird). Therefore, the penultimate syllable is accented. Also Yonason translates Shelachu v'Is'artilu. Since they will remove their garments and be naked from them, they will not gird on their garments, rather, on their loins.

Radak: Gird sackcloth.

Malbim: Efrayim was naked, except for a belt over her loins, to cover the Ervah.
