Rashi: It will dwell in Yerushalayim, which is like a Midbar.

Radak: It is like Targum Yonasan (those who judge will dwell in the Midbar).

Malbim: Mishpat, i.e. laws Bein Adam l'Chavero, will dwell even in the Midbar, which will be transformed to grain fields. They will guard the Mishpat not to make fields too close to each other.

Rashi: It is Eretz Yisrael, which was like Karmel in those days.

Malbim: People in Yerushalayim and its suburbs ¹ will serve Hashem, and fulfill Mitzvos Bein Adam la'Makom.
