What is the meaning of "ki Lo Mil'u Acharai" and "ki Mil'u Acharei Acharei Hashem" in the following Pasuk/

Targum Onkelos and Targum Yonasan: It means 'because the men over twenty) were not complete in their their of Hashem' and "because they (Calev and Yehoshu) were complete in their fear of Hashem', respectively.
