What are the implications of the words "Chitzai Achaleh bam"?

Rashi: There is an implied B'rachah - that Hashem will shoot all His arrows at them and they will still be there. 1

Rashbam, Da'as Zekenim and Hadar Zekenim: It is a repetition of the previous phrase (Refer to 32:23:1:3) as is the way of Pesukim (implying that Hashem will let loose on them all kinds of evil - Rashbam).
