Sha'arei Teshuvah 1:42: A Bal Teshuvah must pray to Hashem to erase his sin, a desire him and accept his Tefilah as if he had not sinned. It is possible that there was pardon and he was redeemed from punishment, but Hashem does not desire him.

Rashi: It is Tefilah.
