Why does it say "va'Yashlech Chutzah la'Ir"?

'Rashi': He did not break them, nor hide them from visibility. Therefore, his son stumbled in them ? "ul'Chol ha'Pesilim Asher Asah Menasheh Aviv" (verse 22). He took them from where his father cast them.
