What do we learn from "Tachas Resha'im Sefakam"?

Koheles Rabah (7:4): Resha'im are normally in the lowest level of Gehinom.

Rashi: He struck the Resha'im in their place, i.e. Anshei Sedom. Ibn Ezra - Sefakam is like "va'Yispok Es Kapav."
3.
Malbim: Hashem left Resha'im, so people can have a Safek. It will not be clear that Hashem punishes Resha'im. This leaves room for choice, reward and punishment.

What is the significance of "bi'Mkom Ro'im"?

Rashi: All saw.
2.
Ibn Ezra: This was so others would be chastised.
3.
Malbim: Where it is seen, Resha'im are not punished, lest people fear to do evil, and lose choice.
