What was the question "hame'Imecha Yeshalemenah Ki Ma'asta..."?
Rashi: Elihu tells Iyov, should Hashem have consulted with you about taking payment from you?! You said "Ma'asti Lo l'Olam Echyeh", "Yater Yado vi'Yvatze'eni" (7:16, 6:9).
Ibn Ezra: Some err and explain, will you complete what My Da'as lacked? You despised My words!
Ibn Ezra: Some err and explain, do not you have the power to make Shalom with the evil? Can you decide whether My words are Emes?!
Ibn Ezra: Will you pay evil or good?
Malbim: "He'amar" (31) applies also to this. Hashem says to one who goes to judgment against Him, why do you demand that I punish the Rasha? If I do not punish him, will you punish him, and therefore you despise My conduct?! I will not take payment of the Rasha from you 1 - what do you care?
I.e. I do not give to you punishment proper for the Rasha. (PF)
What do we learn from "Ki Atah Sivchar v'Lo Ani"?
Sanhedrin 104b: When Anshei Keneses ha'Gedolah listed those who have no share in the world to come, they wanted to include Shlomo. The image of David, a fire from Shamayim, and a Bas Kol came to dissuade them; they ignored them. A second Bas Kol said "hame'Imach... Ki Atah Sivchar v'Lo Ani" (will you decide whom I reward and punish, and not Me?!)
Rashi: Elihu speaks on behalf of Hashem. Will you (Iyov) choose the payment, and not Me?!
Ibn Ezra: Some do not want to bear evil, in order to receive great reward later - 'not them (afflictions), nor their reward!' (Berachos 5b). (Do you tell Hashem) 'will You decide, and not me?! Perhaps I want to suffer a little evil for a set time, in order to receive great reward in days without limit!'
Malbim: Do you enter a feud not relevant to you? Should you decide when and how Resha'im are punished, and not Me?! If My Chochmah decided to delay punishing him, do you lose via this?!
Why did he add "u'Mah Yadata Daber"?
Malbim: Do you have a claim against this? Say it!
